Why Dreamweaver

Dynamic web templates (.dwt) are the master layout pages that separates the design (non-editable regions) from your content (editable regions). If you change the master .dwt layout, all of the pages are updated with that change. On your web pages, you can add content without worrying about "breaking" the site design.
